Department of Community Health names director to Georgia Volunteer Health Care Program

ATLANTA – The Georgia Department of Community Health (DCH) announced the appointment of Yocasta Juliao as the Director of the Georgia Volunteer Health Care Program (GVHCP).

Juliao will be responsible for the overall direction and management of the program. She will lead the development of the network of participating clinics, recruitment of volunteers, expansion of program outreach, and increase public awareness of GVHCP’s services that are available to underserved communities. Currently, there are 45 clinics participating in the GVHCP statewide.

“Yocasta Juliao will be an asset in furthering DCH’s efforts to provide community-based solutions for the uninsured, and improve and resolve health disparities among Georgia’s citizens,” said Debbie Hall, DCH Chief Operations Officer. “Georgia’s uninsured and underinsured populations have few health care choices. These volunteer clinics offer them much needed primary care.”

The GVHCP offers sovereign immunity to clinics and health care professionals who volunteer their time to care for uninsured and underinsured Georgians. In 2005, the Georgia General Assembly passed legislation to make this liability relief possible.

Juliao is proficient with more than 20 years of experience in high-level program development, project management, community outreach, training and work with diverse populations. She holds a B.S. in Business Management from New York University and a Master of Public Administration from Bernard M. Baruch College, City University of New York.
